НАШИ КОНСУЛЬТАТИВНЫЕ ЗАМЕЧАНИЯ
Compliance Advisory and Compliance as a Service
We design, remediate and operate compliance functions for applicants, newly authorised firms and established financial institutions across the UAE and wider GCC. UAE mandates are structured around the institution’s activities, permissions, clients and risk profile under the applicable FSRA, DFSA, VARA, CMA or CBUAE regime.
Our model combines senior regulatory advice with disciplined operating delivery. We establish the compliance position, convert it into policies, monitoring, reporting and governance, and maintain the evidence required for management, boards and supervisors.

Compliance Operating Model and Framework Design
We define how the compliance function will identify obligations, advise the business, monitor adherence, escalate issues and report to senior management and the board. The model establishes clear ownership across the board, executive management, business functions and independent control functions.
We then build the framework, policies, procedures, registers and evidence architecture required to operate that model. Design decisions reflect the institution’s permissions, products, customer base, delivery channels, outsourcing and regulatory risk.
Our work covers:
Compliance mandate, charter and operating model
Roles, responsibilities, independence and escalation arrangements
Regulatory obligation and compliance-risk universe
Policy, procedure, register and evidence architecture
Business-line, control-function and board interfaces
Compliance resourcing, systems and implementation roadmap
Compliance Risk Assessment and Annual Planning
We assess the institution’s exposure to regulatory non-compliance across its activities, products, customers, channels, jurisdictions and change agenda. The assessment evaluates inherent risk, the strength of existing controls and the residual exposure requiring management attention.
The outcome drives a risk-based annual compliance plan, resource allocation and monitoring priorities. Material assumptions, exclusions, dependencies and emerging risks are recorded so that the plan can be challenged and refreshed.
Our work covers:
Compliance-risk methodology and taxonomy
Business, product, customer and jurisdiction risk assessment
Control-effectiveness and residual-risk evaluation
Regulatory-change and emerging-risk assessment
Risk-based annual compliance plan and resource requirements
Management and board approval materials
Compliance Monitoring Programmes
We design and operate second-line monitoring programmes that test whether regulatory obligations and internal controls are being applied consistently. Reviews are prioritised by risk and structured around defined scope, testing methodology, evidence standards and issue-rating criteria.
Findings are translated into accountable remediation actions and tracked through closure. Monitoring remains distinct from independent internal audit and is integrated with compliance-risk assessment, regulatory change and board reporting.
Our work covers:
Risk-based compliance monitoring plan
Thematic, transactional and sample-based reviews
Conduct, client, disclosure and regulatory-obligation testing
Testing workpapers, evidence standards and quality control
Findings, root-cause analysis and remediation actions
Issue validation, trend analysis and management reporting
Regulatory Reporting, Notifications and Registers
We establish the governance and operating process for recurring returns, event-driven notifications and regulatory records. Ownership, data sources, review, approval and submission controls are defined for each obligation.
We can coordinate or execute permitted reporting activities while accountability remains with the institution and its approved function holders. The reporting calendar is maintained alongside changes in permissions, products, controllers, key individuals and supervisory commitments.
Our work covers:
Regulatory reporting and notification inventory
Submission calendar, ownership and approval workflow
Data sourcing, reconciliation and evidence controls
Recurring returns and event-driven notifications
Regulatory, breach, conflict, complaint and outsourcing registers
Late, inaccurate or missed-report remediation
Regulatory Change, Policies and Ongoing Advisory
We interpret regulatory developments and advise management on their application to the institution. Advice addresses new rules, proposed activities, customer and transaction questions, incidents, conflicts, breaches and supervisory expectations.
We maintain the associated policy and control environment so that regulatory interpretation is reflected in day-to-day operations. Decisions, approvals, exceptions and implementation evidence are documented for management and regulatory review.
Our work covers:
Regulatory horizon scanning and applicability assessment
Day-to-day compliance and rule-interpretation advice
New-product, client, transaction and marketing review
Policy, procedure and compliance-manual maintenance
Breach, conflict, complaint and incident advice
Regulatory-change implementation and evidence tracking
Outsourced and Co-sourced Regulatory Functions
We provide defined outsourced or co-sourced regulatory functions where the applicable regime permits the arrangement and the proposed individual or provider is accepted. Scope, authority, access, capacity, conflicts, escalation and accountability are established before appointment.
Where a function must remain internal - including the VARA CO - or regulatory acceptance is not available, we deliver agreed workstreams beneath the institution’s accountable function holder. This preserves institutional ownership while adding specialist judgement and operating capacity.
Our work covers:
Conditional CO, MLRO and FO appointments where permitted and accepted
Deputy, interim and co-sourced function arrangements
Compliance, AML, finance and data-protection operating support
DPO, CoSec and other permitted ancillary-function arrangements
Role mandates, capacity assessment and conflicts management
Regulatory approval, handover, continuity and succession planning
Compliance Governance, Training and Board Reporting
We establish the governance through which compliance risks, decisions, breaches and remediation are escalated and challenged. Reporting is designed around the information senior management and the board require to discharge their responsibilities.
Training is role-specific and connected to the institution’s actual products, clients and controls. Completion records, competency evidence, management actions and recurring themes are maintained as part of the supervisory evidence base.
Our work covers:
Compliance committee and escalation arrangements
Compliance MI, dashboards and board reporting
CO reporting and annual or periodic compliance reports
Board, senior-management and employee training
Role-based competency and induction programmes
Action tracking, attestations and compliance-culture measures
